The Development Team

The complete development of an Ambulatory Surgery Center cannot be done by a single person. It requires a team of architects, attorneys, interior designers, engineers, nurses, equipment consultants, and administrators. We know the "Critical Success Factors" in developing financially effective Centers and know through years of experience that you can't afford to work with rookies who don't share this knowledge. Our Development team is led by founder, CEO, and President Fred W. Ortmann, III. With over 30 years of experience in virtually every aspect of the healthcare field, Fred Ortmann has enjoyed a reputation for providing creative, yet practical approaches to some of the most difficult problems facing communities, physicians, and hospitals.

He is a native of South Carolina, a graduate of the University of South Carolina and has a master's degree in Hospital Administration from Baylor University in Waco, Texas.

Fred was a Hospital Administrator for over 25 years, and the Vice President for Center Development of the country's premier developer and operator of surgery centers for almost 10 years. He has worked on the development of Ambulatory Surgery Centers in 26 states, and knows every step in the development of an Ambulatory Surgery Center. He is a frequent guest speaker at many national ambulatory surgery meetings and seminars and has published a number of articles on the development of ASCs.

Sarah McKeever RN, is the Vice President of Clinical Development at Ortmann Healthcare Consultants, joining the team in October 2003. Sarah brings a varied 24 years of nursing experience to OHC. Her experience includes hospital work and Gastroenterology Office-Based Surgery, and she served as the Center Director of a very successful ASC specializing in Gastroenterology. Sarah enjoys the challenge of mentoring future Center Directors for the Ortmann Healthcare Consultants projects. Her specialties include Equipment Planning, Credentialing, Policy and Procedure Development, Pharmacy Setup, Employee Hiring/Records/Orientation, and Agreements Development. She has managed Multi-Specialty and Single-Specialty projects.

Hank Martin joined Ortmann HeathCare Consultants in 2006 as Vice President of Business Development. Completing his degree in Business Administration at Delta State University, he has had a career in sales, business development and advertising that spans over 35 years, 22 or those years in the healthcare field, receiving numerous sales awards. Hank was involved in national advertising campaigns and product branding for scores of household name brands while working in Nashville, New York City and Chicago. His commitment to customer service and client relations is not only a part of his work with Ortmann internally, but also shared with the staff of the centers developed by OHC. He is a musician, singer and songwriter and was honored in 1984 by his home state of South Carolina, which adopted his song “South Carolina on my Mind” as the new South Carolina State Song. Chris McMenemy has been with Ortmann Healthcare Consultants since 2004 as Vice President for Administration. Chris’ background is in secondary education and she was named Missouri Journalism Teacher of the Year during her time teaching high school journalism.  Before joining Ortmann Healthcare Consultants, Chris worked with IT consulting and software training at a large hospital system in Columbia, SC. With this background, Chris specializes in IT consulting for the centers OHC develop and with other pre-development activities, such as financial feasibility studies, ASC financing, ASC insurance, and HR benefits.

Nancy Nemeth RN, CGRN joined Ortmann HeathCare Consultants in 2006 and has been a registered nurse for over 25 years with licenses in both North Carolina and Florida. Her experience has been in the hospital, physicians’ offices and outpatient surgery centers. She was a clinical coordinator for 9 years in an office-based Gastroenterology Center, where she supervised the clinical staff and developed policies and procedures for State and Federal compliance. Nancy was a Center Director for 3 years, involved in development, construction and operations for a 5-physician Gastroenterology ASC. Nancy’s clinical and management background, along with her people skills, make her a strong addition to the Ortmann HeathCare Consultants team.

Jessica Kopittke is Director of Regulatory Affairs and has been with Ortmann Healthcare Consultants since 2005.  Jessica oversees the physician credentialing, state licensure, Medicare certification, managed care, and accreditation aspects of each project.  She is a graduate of the University of Florida and a graduate of the University of South Carolina with a Masters in Health Administration.  Jessica is enthusiastic about working with physicians and center directors and enjoys taking on the challenges of each new project.

Kay Fryman RN, BSN, MA joined Ortmann Healthcare Consultants in 2007 and has been a registered nurse for over 35 years. All but two of those years were in operating rooms from medical centers and hospitals to ambulatory surgery centers. She has worked her way through all levels of operating room nursing from scrub nurse, circulating nurse, supervisor (four times), director (of a level one trauma center OR) to CEO (of an ASC including three ORs, pharmacy and primary care clinic). Kay has traveled with an operating room inspection team and augmented the Joint Commission on Accreditation of Healthcare Organizations Inspection Team (JCAHO), so she knows what it takes to make an ASC function. She looks forward to helping OHC develop strong, accredited ambulatory surgery centers.  (Back to Team Members)


Paul McNally is Senior Vice President for Ortmann Healthcare Consultants and has over 35 years of diverse and progressive experience in Health Care Administration. His experience includes facility planning, development and construction, organizational development, staff training and motivation, marketing, program development, departmental and facility supervision, and public relations. Twenty three years of his experience has been in direct hospital activity. This included hospital CEO responsibilities, numerous positions in support services departments, including seven years responsibilities in corporate staff positions for multi-hospital systems. Paul has planned, coordinated, equipped, furnished, and opened ambulatory surgery centers, assisted living facilities and a 125-bed acute care hospital. All of these facilities are operating very successfully today. He was a general partner in a Retirement/Assisted Living Community Corporation and served as Director of Operations.
